    Clean index files when clean files command executed- avoid auto clean up of index files
   Avoid multiple segment file and status file updates.
   
    ### What changes were proposed in this PR?
   When clean files command is executed, clean only those that have existed for more than 1 hour.
       
    ### Does this PR introduce any user interface change?
    - No
    - Yes. (please explain the change and update document)
   
    ### Is any new testcase added?
