    [CARBONDATA-989] decompress error while load 'gz' and 'bz2' data into…

    When decompress 'gz' and 'bz2' file through LOAD DATA command, exception occurs:
    java.lang.NullPointerException
    at org.apache.hadoop.io.compress.bzip2.Bzip2Factory.isNativeBzip2Loaded(Bzip2Factory.java:54)
   
    This is due to the fact that the decompress codec should be configured while building.
    I modified the code to add configuration before building codec object
    fixed a bug that may failed in coding style check.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/ranmx/incubator-carbondata hotfix/c989

    It's very strange that with `mvn -U -e -X clean scalastyle:check checkstyle:check -Pspark-2.1 test` it can always pass all tests.
    However with `mvn -U clean scalastyle:check checkstyle:check -Pspark-2.1 test` it will failed with error:
