I submit the Apache CarbonData 2.1.1(RC1) for your vote.

*1.Release Notes:*

*Some key features and improvements in this release:*

   - Geo spatial index algorithm improvement and UDFs enhancement
   - Adding global sort support for SI segments data files merge operation.
   - Refactor CarbonDataSourceScan without Spark Filter
   - Size control of minor compaction
   - Clean files become data trash manager
   - Fix error when loading string field with high cardinality (local
dictionary fallback issue)

Hi Ajantha,

-1 Do not release this package, because.

We need to consider some critical bugs in this also like segment min max
for multiple blocks  which got induced recently.
Dry run fixes and other SI fixes .

Please check below PRs

4101, 4106, 4109 etc

These are some of the fixes which I mentioned above, so we need to go
through the open PRs again.
