Problem:

When first page is encoded without dictionary and second page is encoded with dictionary fallback is not initiated for second page because of this while is failing 

Solution:

Based On Current implementation in case of fallback it is assuming if first page is encoded without dictionary then all the other pages will be encoded without dictionary which may not be correct as multiple producer are running in parallel. So fallback need to be done for this scenario.
