Improve build instruction, add BUILD.md file to describe the detailed step for all users to build:
1.For release version, the build instruction is :
a.Install thrift(https://thrift.apache.org/download)
b.Use command "mvn clean -Pbuild-with-format install" to build

2.For snapshot version(like master branch), the build instruction is : use command "mvn clean install".
